About the Project

The project utilized an already developed software on electronic monitoring of electoral numbers and processes for the mathematical estimation of fairness of elections, oversight of the accuracy of voting processes and precise calculation of polls and analysis of election numbers correspondence . The proposed electronic monitoring of elections results applies the method of “election numbers comparison”. The idea of the method is based on the proposition that there are certain mathematical relationships between the election numbers, and, if the elections are “clean”, these relationships hold. The method in detail is described in the book of Lyudvig Khachatryan “Voting rights and Electoral Falsifications” (Yerevan, ISBN 978-9939-53-733-7).
The application of the “election numbers comparison” method will enable to:
• Carry out, using mathematical methods, a comprehensive analysis of participation of the voters in the voting and reveal “unusually active” periods of voting on the voting day;
• Using the voting numbers comparison calculated on the basis of official data, published by Central Electoral Commission (CEC), reveal possible irregularities and fraud, which occurred during the voting day;
• Reveal possible violations of the electoral legislation; and
• Assess the impact of the revealed irregularities according to the results of the elections.
All data is official numbers, posted on the CEC web-site.
The specific goal of the Project is to contribute to the conduct of fair elections in Armenia and by that enhance the trust of the population towards elections. Its objectives are to control the accuracy of the process and results of voting in all precincts, analyze possible instances of irregularities and fraud during voting, widely disseminate the results of that analysis, and assess the impact of irregularities and fraud on the the Results of 2013 Presidential Elections in Armenia.
