Conclusions and Recommendations

 

Conclusions based on the Results of the Electronic Monitoring of the May 2012 NA proportional vote elections

1. In a number of communities the share of all voters, and voters, who participated in voting, among population was abnormally high.
2.Based on the officially published data on the turnout of voters during the Election Day, there were many polling stations, where is spent less time than probably for registration of the voter for voting.
3.In some polling stations the cumulative numbers of voters who voted in the following 3-hour period decreased, instead of increasing, compared to the preceding 3-hour period.
4. There were instances of mismatch in election numbers in 1436 precincts. Minimum number of discrepancies is 1.2% from total number of participants in voting.
5. There are 3.42% invalid ballot papers from total number of participants in voting.
6. The difference of numbers of signatures in the list of electors and participants in voting are 0.9% from the total number of participants in voting.
